* Tsar or Czar was the official title of certain Slavic monarchs, including the Russian supreme rulers. The term is derived from the Latin word Caesar, which was intended to mean "Emperor". Peter the Great (1672 - 1725) in 1721 was proclaimed Emperor, and all his successors were hence Emperors which was regarded as superior to Tsars. (Wiki)
